The Substance Information Exchange Forum (SIEF)

 

The SIEF may not show any level of activity and you are concerned about the delay. This could put your registration in danger. REACHWise provides you with ways to start the process with the objective that companies recognise the need to collaborate and establish who is doing what on the road to registration. This could lead to the formation of a consortium.

 

REACH does not prescribe how SIEFs are formed. There is no mention of a SIEF Formation Facilitator (SFF) in the legal text. However we recognise that someone needs to take the initiative. To keep matters clean and transparent, we organise this at the request of an individual or group of companies and not on our own, as there are too many organisation which take on the role of SFF but are disingenuous about their intentions.

 

Our support service covers all the necessary activities such as substance identification and sameness for the individual substance (the foundation of a SIEF) as well as for a group of related substances (relevant to a consortium), structure for the organisation and rules for data sharing and compensation. Communication needs are also covered. For this we bring potential participants together.

 

The foundation of the SIEF is agreement on the same substance after the so-called substance sameness discussion. Too often this is dealt with causally, only to cause problems later in the process. It should therefore not be taken lightly. The Substance Identification Profile (SIP) as the industry standard is designed to enable companies to undertake this task in an organised and well-defined way so that it meets the legal requirements. It may be the case that during this formation phase, the splitting or merging of a SIEF may be appropriate.

 

The splitting and merging of SIEFs needs to be based on the basis of the substance identity thus very clear criteria. Companies will need to be aware of the implications. Whatever the conclusion, only an objective approach which is justifiable and defendable will be acceptable because the decision needs to be documented and communicated to ECHA. Remember: SIEFs have been invented to serve the “One Substance One Registration” (OSOR) principle. Therefore, the purpose of the SIEF is data sharing and agree on classification and labelling.
